Our Governance

How we are Governed

As a publicly funded national programme, the Innovation Observatory operates within a transparent governance framework that supports accountability, strategic oversight and effective decision-making. Our governance arrangements ensure that priorities, resources and delivery are aligned to the needs of the health and care system while maintaining appropriate assurance and public accountability.

Governance Structure

  • Management Board: Provides strategic oversight, accountability and assurance, including approval of priorities, budgets and organisational direction.
  • Senior Leadership Team: Leads day-to-day delivery and operational management across programmes and enabling functions. Take a look at our SLT here.
  • Advisory Board: We are in the process of setting up a group of independent experts who will provide non-binding strategic advice, guidance, and constructive challenge to our organisation’s leadership team.

Governance Principles

Transparency: Publishing information about governance, priorities and decision-making.

Accountability: Clear responsibilities and oversight across all levels of the organisation.

Evidence-Based Decision Making: Using data, intelligence and expert advice to inform priorities.

Collaboration: Engaging stakeholders across health, research, industry and patient communities.
